Sort of.....
Yes, you can change the password of the account you're currently logged on as, or of an account that you have just created (if you have said privileges) without being challenged for the old password. This is a security hole. (Good reason to never leave your system without first locking it!)But, to change any other account's password it will only work if the user you're logged in as is a Local (or Domain) Administrator. Otherwise, you get a denied error message. Would be a very serious security flaw otherwise.
